An Introduction to the School of Politics and Law

Ⅰ. School Profile

     School of Politics and Law is a younger and vigorous School of Foshan University, its predecessor is Marxism and Leninism Teaching Section and Politics and History Department respectively built by Foshan Teachers’ School in 1983 and 1984.

     In 2003, School of Politics and Law is separated from School of The School of Literature & Art and reestablished on the foundation of former Politic and Law Department and Social Science Teaching Section.

     In 2005, with the former Educational School and Foshan Medical School merged into Foshan University, Marxism Political Theory Teaching Sections in the former two Schools also was merged into School of Politics and Law correspondingly.

     The School has administration offices, departments and sections, including Politic & Administrative Department, Law Department, Public Management Department, Social Science, Teaching Section, Moral and Education & Psychology Teaching Section, Law Institute, Social & Science & Technical Institute and Chinese Culture Institute. Office mainly takes charge of management of daily work on administration teaching, science research as well as students; three teaching departments mostly aim at teaching for three undergraduate majors; and the two public teaching sections centrally take on courses of moral, politic and ideology theory and educational psychology of the whole School.

     There are three undergraduate majors including Ideology & Politics Education (Teachers’), Law and Public Affairs Administration, of which Ideology & Politics Education and Law majors firstly get the bachelor-degree-conferring qualification. Additionally, the School associates with Politics and Administration Schools of South China Normal University to enroll postgraduates majored in Ideology & Politics Education and Chinese Marxism.

     At present, a leading academic direction is Aesthetic Culture & Aesthetic Education and three general subjects are: Chinese Marxism, Politics Theory and Civil & Commercial Law.

     The School develops 2 university-level key courses of Aesthetic and Introduction to Mao Zedong Thought, Deng Xiaoping Theory and The important Thought of “Three Represents”, establishes university-level key courses including Law Conspectus, Deng Xiaoping Theory and Basic Principle of Education, and also gets great achievements.

     Up to now, there are 631 undergraduate students coming from Guangdong, Hainan, Jilin, Anhui, Jiangxi, Hunan and Sichuan, etc. The postgraduates-enrolling rate of the School is among the best in FU’: The first arts postgraduate is also from School of Politics and Law of Foshan University. In 2007, there are 8 students from Ideological and Political Major entering for entrance examination for graduate, of whom 7 attend reexamination; 4 students entering for entrance examination for master of South China Teachers’ University, of whom 3 rank the first and 1 for the second in themselves major. Further more, the passing rate of CET-4 and CET-6 of School of Politics and Law also ranks the first in FU’. The School also successively develops ‘Legal Aid Center for Non-native Workers’ taking students as main participants and volunteers-trained services.

II .Featured Project

     Through several years’ School-running accumulation, Political Science and Law School gradually defines its own directions on cultivating and creating its School-running feature as follows:

     1. Adhere to the principle of serving for the society, the locality and the weak group

     (1)Focused on the characteristics of developing economy in Foshan and even many non-native workers with lack legal consciousness and limited economic ability for safeguarding rights, the School establishes ‘Legal Aid Center for Non-native Workers’ for helping non-native workers to solve some legal problems, Which is on the one hand to solve some difficulties of non-active workers and on the other hand, to provide practical chance for students and exercises students.

     (2) Aimed at the comprehensive assistance demand of enterprises’ employees, psychological teachers are developing EAP(employee assistance program)in enterprises to help employees solve some problems on psychology, law and even moral personality.

     (3) Actively develop the research of local historical culture, such as 《Research of Li Xiaolong》(People’s Press, 2005), 《Research of Li Wentian》 and 《Research of Shangcun》 (Sub-research Topic of National Social Science Fund) written by Professor Ru Hezhen and Professor Zhang Xiping; 《Culture Research of Shiwan Pottery》 by Professor Mao Ping;

     《Research of Changes of Foshan Urban Management—-from Late Qing Dynasty to the Republic of China》 (Doctoral Dissertation) by Vice-professor Zhao Dongliang; 《Research of Kang Youwei》 by Vice-professor Du Huanhuan; 《Research of Lingnan Historical Culture》 by Vice-professor Wu Xinqi; 《Research of Foshan Real Faith Enterprise Culture》 by Professor Mao Ping and Professor Dai Jibo; 《Research of Daqitou Village》 and 《Research of Foshan Public Security Situation and Solutions》 by Professor Zhang Xiping; 《Several Leal Issues Faced in Developing Foshan Ceramic Industry of the New Period》 by Professor Hu Chonghan; and ,《Research on Preventing Law Risk of Ceramic Industry》by Zhu Xian, Tao Yang, Xu Jichao and Fu Wenzhong. All these show the service for local society, economy and culture construction.

     (4) Develop courses on local culture. For example, courses have been developed in recent three years including 《The Most Influential People in Guangdong and Hongkong》 written by Zhang Xiping,《Foshan’s History and Culture》 by Zhao Dongliang and 《Guangdong’s History and Culture》 by Wu Xinqi.

     2. Open-style School-running and implement the open-style professional education model of “outside-going” and “inside-inviting” As a new built School, the School is cultivating and creating own characteristics on talent-training model based on talent-training model of FU’, such as adopt open-style School-running, implement the open-style professional education model of outside-going and inside-inviting and train senior applied specialized talents to meet the developing demand of local social economy. The School now has three majors (including Ideological and Political Education, Science of Law and Public Management) which are of strong social application; as the local School, talent-training of the three majors should highlight its social application in order to differ from that of laying stress on theory and scientific research of research-type key university. Therefore, the School is making great efforts to walk the road of ‘open-style School-running’, explore a multi-layer practical approach for encircling ‘stress on practice’ to manifest various majors’ features on talent-training. Particularly, open-style professional education model under ‘open-style School-running includes the following ways:

     (1) Teachers outside-going: Serving the locality and the society brings lively case, and then is changed to the resource of classroom teaching. Most teachers of the Law Department and the Public Management Department often go out of School to serve for the locality because of their own professional features, especially the Law Department, most of teachers are lawyers, besides, a part of teachers are arbitrators, legal lecturers and supervisors etc. in Foshan City. They integrate teaching with practice during serving for the locality, grasp plenty of firsthand case materials, enrich classroom-teaching content, and make classroom teaching combine tightly with the locality and practice.

     (2) Students outside-going: The School establishes Foshan Non-natives’ Rights Protection Center. As the solid platform for students of Law Major to go out of classroom and School and to join in practice, the center exercises students’ judicial practical ability, meanwhile, assists non-native workers needing help, enlarges the social influence of the Law Department, and improves social reputation. Additionally, over 150 students of the Law Major now work as Foshan legal aid volunteers, and hold ‘Certificates for Legal Aid Volunteers’ issued by Foshan Youth Volunteers Association. The School irregularly organizes students of the Law Major to many units including People’s Court of Chancheng District and the Intermediate People’s Court of Foshan City to audit the court hearing, which lays a good foundation for students to learn well the legal theory; and leads students to the community and the downtown area to do large-scaled compulsory legal advice and publicity activities, which plays a good romotion role in spreading and popularizing the legal knowledge, and receives favorable comment from all walks of life. Practice teaching not only enlarges students’ professional vision, strengthens their practical ability, but also inspects professional School-running quality and direction to lay a foundation for the development of professional construction.

     (3) Invite leaders and experts of relevant departments to School to educate students using their own experience: The School takes partial fund from adult education income to engage experts and leaders of practical affairs departments to hold lectures for students for widening their vision and enhancing their understanding on social practical work.

     In recent years, the School engages Liao Dongming, Procurator-general of the People’s Procuratorate of Foshan City, Lai Zining, Vice-president of the People’s Court of Foshan City, Zeng Zhenping, President of the People’s Court of Nanhai District and Zhang Baicheng, General Manager of Zhujiang Switchgear Co., Ltd to hold lectures here, and they use the method of theory explored from their practical work combining with practice to enlighten students, widen students’ social vision and increase students’ perceptual knowledge on the society, which gets good effect.

     (4) Promote achievement in scientific research to be changed into teaching resource: In recent years, the scientific research of the School’s teachers has formed obvious feature of serving for the development of local economy and culture. In order to change the featured scientific research resource to teaching resource, the School encourages teachers to combine their own scientific research to establish optional course or thematic lecture to develop the School’s talent-training direction to serve for the locality.

III School Planning

     Development Objects: Firstly, during the period of ‘Eleventh Five-Year Plan’, the aims for subject and major construction of Political Science and Law School are putting emphasis on the construction of academic directions of Chinese Marxist Theory, Aesthetic Culture and Aesthetic Education. Secondly, the School develops Political Theory and Civil & Commercial Law to make at least one subject get the conferring right of Master Degree Station by 2011, and cultivates 2 influential academic leaders. Thirdly, on major construction, the School strives for opening an intellectual property direction in the Law Major and declaring an Administrative Management Major.

Specific implementation

     (1) Make process of improving subjects’ construction. Firstly, propel the courses like Chinese Marxist Theory, Aesthetic Culture and Aesthetic Education to gain the qualification of applying for master-degree-conferring right. Secondly, develop Political Theory and Civil & Commercial Law;

     (2) Get well prepared for the undergraduate evaluation of Law Major and prepare actively intellectual property direction on the basis of obtaining the right of bachelor’s degree;

     (3)Continue to construct Ideology and Politics Education Major, based on which we endeavor to declare an Administrative Management Major in 2008;

     (4) Continue to develop Public Affairs Administration Major to obtain the professional conferring right of bachelor’s degree successfully on schedule (in 2009);

     (5) In accordance with the provisions of related documents and Party Committee, we should construct strictly “Two Courses” and make them into provincial top 10 in academic and curriculum construction;

     (6) Strengthen and optimize the teaching staff construction, evelop their internal potential and attract external talents to cultivate a group of teaching staffs who are willing to cooperate, dedicate, experience hardships, and courageous to enterprising. And Encourage young teachers to obtain on-job doctorate and upgrade their educational backgrounds, academic degrees and professional titles. The quantity of the colleague controlled the range of 80 with over 18 professors and 20 doctors; and (7) Enlarge the scale of recruiting student to make the amount of undergraduate students of the School arrive at 1,200 to 1,500 by 2010.
